For me, it would be a .338 Lapua Accuracy International Super Magnum.

It would depend on the mission and time of day (or night), but there are
so many good scopes out there that it would really come down to personal
preference. Unertl, Leupold, Steiner, and even Bausch and Lomb all make
really good optics.

Again, it would depend on the job. Most sniper jobs are one shot, one
kill, and bolt action rifles are known to be far more consistent in
putting rounds in exactly the same place. In fact, in the hands of a
good shooter, they are more sensitive to variations in ammo than
anything else. Many claim that it is impossible to make a
semi-automatic action rifle that re-positions the bolt in EXACTLY the
same place for every shot, and this is absolutely necessary for an
accurate rifle. Remember, at 800 meters, 0.2 moa can result in a clean
miss.
