This means that the vehicle can shoot down from a hull down position... meanwhile Soviet type vehicles with small turrets cannot depress as much and thus have to expose more of their hull when trying to shoot "down hill"...... Basically the more depression you can get the more of your tank you can hide. Meanwhile Soviet doctrine was offence orientated with little thought to shooting from hull down positions.
