Th blow-out panels are on the turret roof of the M1 series tank. If an RPG gunner is in a position to hit the roof of a tank he could more profitably aim for the crew compartment. BTW, M1 crews are trained to react to a 'bustle event.' this prevents major damage to the automotive systems and allows the tank to 'run away' (or even continue fighting as the tank has a few rounds in hull stowage).
